Water rates going up: Council also to hear a TIF request involving TNPS

DIXON – The waste water department will ask commissioners to consider a rate increase at Monday’s City Council meeting.
Commissioners will not vote on the item for 3 weeks, though, at the Dec. 7 meeting.
If the proposal is approved, the average household will see an increase of about $7.62 on its monthly bill, Wastewater Superintendent Dan Mahan said. The increase will take effect Jan. 1.
The department has not increased rates since 2003, he added. The proposed hike comes on the heels of an independent rate study.
“They looked at our income versus our expenses,” Mahan said. “When your expenses start exceeding your income, then you’ve got to find some more money or make cuts. It’s just to keep pace with the economy, and for future projects.”
The council also will hear a request for funding from a local property owner Monday night.
Ralph Edgar, who owns the building that houses The Next Picture Show, wants to know if tax increment finance funds can be used to support the gallery, according to the meeting agenda.
A tax increment finance district, or TIF, is an economic development tool cities can use to raise money for infrastructure and redevelopment projects designed to attract new business.
The city has two TIF districts: the Riverfront District, and the Central Business District, in which The Next Picture Show sits.
The gallery began a drive for donations earlier this year, after Executive Director Bonnie Kime said the nonprofit was in danger of closing.
