WALTONVILLE, Ill. (AP) — A group proposing a southern Illinois plant that would convert coal into synthetic natural gas has the state's go-ahead to start construction.

Power Holdings of Illinois LLC got the permit from the Illinois Environmental Protection Agency for its planned plant in rural Jefferson County, near Waltonville..

Power Holdings now must draft a detailed design of the plant that will put the project in compliance with the permit.

The group also must secure financing for the plant, which is expected to cost more than $1 billion.

Power Holdings Vice President Joe Darguzas says construction could begin next summer or fall and take about three years.

The site is expected to employ about 250 workers.
