Kenneth J. Hagge, 53, of Fulton; 10:25 p.m. Monday in the rural Fulton area; domestic battery, possession of a firearm without a FOID card, unlawful restraint, interfering with reporting a domestic battery; taken to Whiteside County Jail; aid received from Fulton and Illinois State Police.
