STERLING – A Sterling sex offender facing another charge of public indecency turned himself in late Friday afternoon, police said in a news release.
Ryan R. Skibbe, 34, was unable to post his $50,000 bond and will be held in Whiteside County Jail.
According to police, two girls were near West LeFevre Road and Dillon Avenue around 3 p.m Monday when Skibbe drove past them twice in his pickup. The third time, as they were walking to Dairy Queen on Fourth Street around 5 p.m., he was masturbating, police said.
Skibbe has an extensive criminal history, mostly involving this type of behavior.
In Whiteside County, Skibbe was sentenced to 2 years, 6 months in 2004 for felony aggravated battery in a public place and misdemeanor public indecency. In 2005, when he was 25, he was sentenced to 6 years for felony public indecency, third or more times, in a case involving a 12-year-old. In 2010, he was sentenced to 2 years, 6 months for stalking.
He was convicted of misdemeanor public indecency in Lee County in 2002 and sentenced to a year in jail; the same charge filed there in 2001 was dropped.
