County gets nosier about senior income

Why is it that when a senior fills out the senior citizens' assessment freeze homestead exemption application for Whiteside County, if they filed a federal return, they must attach a copy of the first two pages of their tax return?

What is on that second page that the assessment office needs, which also can contain the taxpayer's amount of refund and possible direct deposit information such as routing and account numbers? 

In the past, they required only the first page, which shows the income of the requested.
