Carroll and Lee counties will have no rural trick-or-treating hours. In Ogle County, rural residents’ trick-or-treating hours are set by their address. For example, if their address is Oregon, they use Oregon’s hours. Trick-or-treating in rural Whiteside County will be from 4:30-7 p.m. Oct. 31.
