Dixon man pleads guilty to drug charges

DIXON – A Dixon man pleaded guilty Wednesday in Lee County Court to charges of unlawful criminal drug conspiracy and unlawful possession of a controlled substance with intent to deliver.

Justin E. Epps, 28, received a sentence of 6 years and 6 months in a plea deal that allowed for the remaining five charges against him to be dropped.

Epps was arrested in Rockford on Sept. 30 in connection with a drug investigation conducted by local police and the Blackhawk Area Task Force. The arrest, made near the Rockford Police Department, came after a tip that Epps would be traveling from Dixon to Rockford to buy heroin.

Prosecutors say that Epps traveled to Rockford to buy heroin and deliver it to Kevin C. Setchell, 25, of Dixon, who was charged with unlawful criminal drug conspiracy.

Setchell has a hearing set for Wednesday.

In 2002, Epps was sentenced to 4 years in prison for residential burglary; in 2004, he was sentenced to 8 years for possession of a controlled substance with intent to deliver; in 2008, he received 3 years for unlawful delivery of a controlled substance.
