Police: Two arrested in drug-related kidnapping

18-year-old captive released unharmed

DIXON – Two men were in Lee County Jail Wednesday, charged with kidnapping an 18-year-old Dixon man Monday in an apparent drug-related crime, Dixon police said in a news release.

David J. Laskowski, 24, of Dixon, and Thomas R. Roche, 22, of Sterling, each are charged with kidnapping, which carries 3 to 7 years in prison, and unlawful restraint, which carries 1 to 3 years.

Laskowski also is charged with possession of marijuana with intent to deliver, which carries 2 to 5 years, and possession of marijuana, which carries 1 to 3 years.

He is being held on $100,000 bond.

Roche also is wanted in Davenport, Iowa, for failing to appear on possession of a controlled substance, possession of marijuana with intent to deliver, and possession of marijuana charges, the release said.

Bond for the Iowa charges is $5,000; bond in the kidnapping case had not been set as of Wednesday afternoon.

According to the release:

At about 4:45 p.m. Monday, Dixon Police got a report of a possible abduction in the 700 block of North Ottawa Avenue, where an 18-year-old had left a residence “under the threat of force” with two other men. The motive stemmed from the theft of drugs and money at a home outside of Dixon about 2 weeks earlier.

He was released unharmed.

One of the men was identified as Laskowski, who was arrested around noon Tuesday in the 1000 block of North Galena Avenue.

Roche was identified as the other captor on Wednesday; he was arrested near East Lincolnway and 43rd Avenue, near the Sterling Walmart.

The investigation is ongoing, the release said.

Both men have a criminal history.

According to court records, Roche has a pending drug case in Whiteside County Court, where he faces 1 to 3 years in prison if convicted of possession of marijuana. His next hearing is Sept. 11.

He was sentenced to 2 years, 6 months in August 2010 for knowingly damaging property in a case in which three burglary-related felony charges were dismissed.

Laskowski was sentenced in November 2008 in Lee County Court to 2 years of conditional discharge for theft. He was sentenced to a year in jail for misdemeanor retail theft in September 2005 in a case in which a felony retail theft charge was dismissed.

In Whiteside County, he was sentenced to 2 years of probation in June 2008 for misdemeanor retail theft in a case in which two felony burglary and two felony retail theft charges were dismissed.
