Dixon streets, lots will be resurfaced

Council creates deputy fire chief post; approves administrator job description

DIXON – About 40 blocks of city streets will see resurfacing this summer.

Seventeen streets, three parking lots and several alleys will be resurfaced by low bidder Martin & Company Excavating of Oregon, now until the fall, at a cost of about $491,551, Streets Commissioner Jeff Kuhn announced at Monday’s City Council meeting.

The city budgeted $750,000 for the project, mostly from motor fuel tax funds from the state, and the bid came in much lower than the city’s engineering firm estimated, Kuhn said.

Notably, the city will resurface the Beanblossom parking lot, between Commercial Alley and West River Street downtown, to better resemble the look of the Heritage Crossing, Kuhn said.

The parking lot, which will host a concert this weekend during Reagan Trail Days, also will be equipped with electricity and water to better accommodate future events.

“Our goal was to get as much area as possible,” Kuhn said. “We’re pleased to be doing so many of the alleys which haven’t been worked on for a long time.”

The council also placed on file a job description for a deputy fire chief at no extra cost to the city.

The fire department, which has 16 firefighters working across four shifts, will promote a deputy chief from within to become a nonunion salaried employee, changing the schedule to 15 firefighters across three shifts, Fire Chief Tim Shipman said.

Under the fire department’s new contract, new lieutenants will get a 6-percent pay bump, instead of 11 percent as was previously practiced, Shipman said.

Money saved from that move and less overtime will pay for the deputy chief, who will work primarily with inspections and training, work that previously was shared by three captains, he said.

The move could improve the department’s ISO rating, which is a score used to determine insurance costs of property owners within that fire district. Dixon now has a 4 out of 10 rating, with 1 being the best score; hopes are to improve to a 3, Shipman said.

The city also finalized its job description for city administrator. The next step is advertising the position, Mayor Jim Burke said.
