Few changes in Dixon, yet not really different

“Everything changes, yet everything remains the same.” The council established a process to look into changing the form of government for the city of Dixon. The wheels turned and ingeniously arrived at a form that gives “the elected commissioners final authority over their departments.”

The only thing that changed is the title and the salary. The sum of $163,115 has been appropriated for the overseer.
