Questions why city limits garage sales

Is there a Rock Falls ordinance on how many yard/garage sales a person can have in a year? When did this ordinance go into effect?

I have a neighbor who had his garage sale get shut down this week because he was told he can have a garage sale only two times a year. Otherwise he has to pay a $25 fine for having them more than that. Why does it matter how many times? I would like to have a garage sale; they let the people at the farmers market come and sell their fruits and vegetables every weekend if they want to.

I also didn’t realize that Rock Falls has an abundance of money that it can hire a person to go around and make sure that the people holding the garage sales have them only twice a year. It makes me wonder why this can happen. If I have the time and want to get rid of items in my house, I should be able to set a table up in my garage and sell my items when I want.

Do other people in Rock Falls know about this ordinance? Just makes you wonder.
