Task force to talk with East Peoria officials

DIXON - The governmental task force will hear Wednesday about how a commission form of government works with a city administrator.

East Peoria officials are the first the governmental task force plans to talk to about their various forms of government. Members also will hear from officials from Pekin, Ottawa (also a commission form), Sterling, Rochelle and Dixon.

The East Peoria representatives, including its city administrator, Tom Brimberry, will speak with the task force via teleconference.

The seven-member panel, made up of citizens appointed by Mayor Jim Burke, is tasked with giving an opinion on which form of government is best. Wednesday's meeting is its first in 2 weeks.

Police Chief Danny Langloss, special assistant to the City Council, visited East Peoria recently to talk with its officials about forming a job description for a city administrator within a commission form of government. He also attended a council meeting.

In the next 2 to 5 months, Dixon plans to hire a city administrator, regardless of the task force's findings.

According to state law, in the commission form of government, part-time commissioners oversee city departments. In Dixon, Dave Blackburn heads the finance department, Colleen Brechon, public property, Dennis Considine, public health and safety, and Jeff Kuhn, streets.

A city administrator's job also is to oversee city departments, creating a possible clash.

East Peoria, population 23,402, has a hybrid form of government that allows its city administrator to oversee day-to-day operations but gives commissioners the lead in their respective departments.

At the task force's May 22 meeting, Langloss said East Peoria system allowed for efficiency in economic development but did not give clear authority to its city administrator.

Task force members have said they want to base their decision largely on economic growth.
