Range rider Phillips to be guest speaker

DIXON – The governmental task force had left off earlier this month asking about the responsibility of municipal government.

The task force will meet for the second time Wednesday since its inception May 1, after Mayor Jim Burke called for the committee of seven Dixon residents to evaluate the city’s form of government in the wake of the Rita Crundwell scandal.

John Phillips, a “range rider” at the Illinois City/County Management Association and former city manager in Rock Island, will be the guest speaker, and will try to answer committee members’ questions about the tasks of city government.

The ICMA’s range rider program makes the counsel, experience, and support of respected, retired city managers available to local government officials at no cost.

Range riders are retired managers with extensive experience who volunteer their time to provide a unique source of outside advice to their colleagues.
