Money may not be real reason to drop charges

The headline read “No reason to proceed,” and now the city of Dixon can move forward and save taxpayers the expense of taking Rita back to court.

Or is the real reason for not taking Rita to court is that we might find out who else benefited or knew about the great rip-off?

If it is about money, why, then, is Nicholas Sheley going to court when he already is serving two life sentences?
