Gov. Quinn signs delay of Illinois budget address
SPRINGFIELD (AP) — Illinois Gov. Pat Quinn is giving himself a little breathing room on proposing a state budget.
The Democrat signed legislation Tuesday that delays until March 6 his annual address to a joint session of the General Assembly.
State law required him to propose by Wednesday a budget for the fiscal year that begins July 1. But he would have had the ear of only half the Legislature. The House is in session Springfield this week, but the Senate isn't.
