Carrington C. Piper, 27, of Dixon; 11:30 p.m. Sunday in the 500 block of East Fellows Street; unlawful restraint, domestic battery, interfering with reporting domestic violence; taken to Lee County Jail.

Matthew W. Buck, 43, of Marseilles; 11:30 a.m. Sunday at Locust Street and LeFevre Road; disobeying a red light; posted driver’s license.

Melanie J. Merced, 18, of Sterling; 2:47 p.m. Sunday at East 25th Street and 12th Avenue; failure to reduce speed to avoid an accident; posted driver’s license.

County Sheriff

Stacey M.L. Mennenga, 41, of Hanover; 6:54 a.m. Jan. 3 on Waller and Spring Valley Roads, rural Fulton; driving under the influence – drugs, operating an uninsured motor vehicle, illegal transportation of alcohol, use of unsafe tires, improper driving on the shoulder, failure to notify secretary of state of change of address; given notice to appear in court. Aid provided by Fulton and Thomson police departments.

Randall L. Musser, 59, of Freeport; 8:37 a.m. Friday on Interstate 88; two counts – driving under the influence; given notice to appear in court.

Ronald L. Shambaugh, 50, of Morrison; 2:37 p.m. Friday at First Avenue and Harley Davidson Drive, Rock Falls; driving with a revoked license. The owner of the vehicle, Shawn L. Forbes, 41, of Morrison, was arrested for permitting an unauthorized person to drive; both given notice to appear in court.
