Herb was born in Rockford and grew up in Dixon. Known as J. Herbert to Midwestern family and friends, he was educated at St. Mary, Dixon High School, and St. Ambrose College, and graduated from the University of Illinois. With this solid education, he became a registered civil engineer. He moved to California and was a bridge builder for Cal Trans. He moved into the private sector and formed his own company.

In 1970, Herb married the love of his life, Karin LeBecq. He cherished his role as father to Leigh Gwyn, father-in-law to Frank Wilson, and grandpa to Aidan LeBecq Wilson.
