Civil buys Northwest Illinois Construction

CEO: More jobs will be added in Sauk Valley

ROCK FALLS – More road construction jobs will be coming to the Twin Cities area, according to the chief executive of Civil Constructors.

The construction company, based in Freeport and Moline, bought Rock Falls-based Northwest Illinois Construction LLC on Dec. 31, Civil announced Monday. 

Civil is the company that recently completed the $27 million First Avenue Bridge reconstruction project between Sterling and Rock Falls. It does infrastructure and other heavy construction projects, and is a construction materials producer, for private and public clients such as the Illinois Department of Transportation.

Northwest performs asphalt paving, concrete pavement flatwork, and underground piping work in Lee, Whiteside, Carroll and Ogle counties. The company also produces aggregate materials.

Brian Helm is CEO of Helm Group, the parent company of Civil Constructors.

Northwest’s seasonal workforce sometimes includes as many as 40 employees during construction season, Helm said.

Civil “will definitely expand the workforce in the area down where Northwest is,” he said.

Helm declined to say how many jobs would be added.

Civil has owned a third of Northwest since 2006, he said. William Charles Construction, based in Loves Park, and Advanced Asphalt, based in Princeton, were the other partners.

Northwest will now operate under the Civil name.

“Civil likes the Sterling area,” Helm said. “There’s a lot of opportunity for growth in that area. The Sterling, Rock Falls, and Dixon marketplace is the natural growth extension for Civil.”

Civil, which works primarily in Jo Daviess, Stephenson and Winnebago counties, is looking to extend to the south with more residential work and more work on Interstate 88 with the Illinois Department of Transportation, Helm said.

He declined to say what Civil paid for Northwest.
