ROCK FALLS – More road construction jobs will be coming to the Twin Cities area, according to the chief executive of Civil Constructors. The construction company, based in Freeport and Moline, bought Rock Falls-based Northwest Illinois Construction LLC on Dec. 31, Civil announced Monday.
