City to annex mobile home park

Panel also sends plans for RV park to Planning Commission

ROCK FALLS – Council members agreed Tuesday night to annex Riverside Mobile Estates.

Owner Franklin DeHaan requested the annexation of the mobile home park at 901 Regan Road. It has had high levels of nitrates in its water in the past, so DeHaan wants to hook into the city’s water system.

Also Tuesday night, the city referred to the Planning and Zoning Commission a request from the owner of Crystal Lake water park to rezone and annex land on which he wants to build an RV park.

DeHaan told Sauk Valley Media that Riverside’s water has tested clear for nitrates for 3 years, but also is rusty. He hopes hooking up to the city’s system will provide cleaner water.

The park won an $180,000 EPA grant to connect with the city water system in September that will be used to pay for the work.

It was part of $2 million in grants the Illinois Environmental Protection Agency awarded to 18 small communities to repair and improve their public drinking water systems.

Riverside already is hooked up to city electricity and it has its own sewer system.

Also Tuesday, Mayor David Blanton said Brent Porter, of Rock Falls, plans to put an RV park at 600 E. 17th St., behind Crystal Lake, his seasonal swimming and go-cart facility.

“He’ll have three phases. He’s wanting to start on Phase 1 in the spring and he’ll have wash houses and things of that nature,” Blanton said.

There will be sites for RVs and eventually tent camping, Blanton said.

Each phase of the project has a certain number of campsites. The sites will begin at the entrance and Porter will keep adding as he goes, Blanton said.

The Planning and Zoning Commission will discuss the matter and make a recommendation to the City Council.

“This is just the next move as a destination for RVs,” Blanton said. “We discussed that ... there’s lots of things to do around here, I think it’s a great idea.”
