Duffy: ‘Goal is to continue to maintain quality services’

James C. Duffy, Sterling

People have a responsibility to make their community a better place, and serving on the county board is my way to help do this.

County government is in the business of providing services to the citizens of the county. Maintaining the county highway system, providing law enforcement, running the jail and court system, operating a probation department, running the health department, providing ambulance services, administering elections, recording titles of ownership, and issuing marriage licenses are some of the services that the county provides to the citizens.

We continue to be faced with declining revenues in our main operating fund – the county general fund (also known as the corporate fund). This is due in large part to reduction in revenues from the state.

So far, we have been able to deal with the revenue problem without compromising the quality of services offered by the county. My goal is to continue to maintain quality services while dealing with reduced revenues.

My years of experience on the board make me uniquely qualified to help guide the county through the difficult times we now face. Believing that we must be proactive rather than reactive, I have repeatedly encouraged our elected and appointed department heads to think about future budgets, because we will continue to face shortages in state revenues, as well as local tax revenues, for the foreseeable future.

In the past, I have worked with elected and appointed officials to reduce their staff through attrition in order to save funds.

I will continue to advocate a proactive agenda and make the best decisions I can for the county based on the facts at hand. I will also continue to work to make county government responsive to the needs of county residents.
