Payroll dispute creates divisions in Mount Carroll
Mayor defends workers, tightens records access
MOUNT CARROLL – Two current and a former City Council member are accusing some employees of bilking the city for hours they didn't work. Officials say they have investigated the issue, though, and found no problems.
This has been an issue since at least 2008, causing a rift between Mayor Carl Bates and council members Doris Bork and Bob Sisler and former member Nina Cooper, who lost her bid for re-election last year.
At one point, the mayor announced he was tightening members' access to public records.
