KINCAID (AP) – Residents say something just plain smells in Kincaid, and they hope a new ordinance might put an end to it.
Leaders in the small central Illinois village passed an ordinance Monday capping cats and dog ownership to three per household.
Resident Jessica Tarrant tells WAND-TV that she constantly cleans up after cats that pass through her yard. Tarrant’s bottom line: “Nobody wants poop in their yard.”
