Article:	Merge ahead? Not likely STERLING – Other twin cities have combined their economic development groups. That's the case in Champaign-Urbana and Bloomington-Normal. Even the Quad Cities have joined forces. And that involves crossing a state line. But Sterling and Rock Falls keep their development groups separate. And so does Dixon, a dozen miles down the road.
