Carlos J. Rooms, 48, of Chicago; 8:18 p.m. Thursday at Mason Avenue and Division Street; speeding, failure to secure child younger than 8 in appropriate child restraint system; given notice to appear in court.


Whiteside County Sheriff

Theresa A. Skinner-Huddleston, 33, of Rock Falls; 1 a.m. Thursday during a traffic stop in Lyndon; speeding, driving under the influence; given notice to appear in court; aid provided by Illinois State Police.

Justin N. Habben, 21, of Sterling; 12:56 a.m. today; tinted windows, driving under the influence; given notice to appear in court; aid provided by Sterling and Rock Falls police.
